OSCE deploys observation mission for parliamentary elections in Serbia

BELGRADE, 28 November 2000 - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) today established a standard Election Observation Mission for the 23 December 2000 parliamentary elections in the Republic of Serbia, Federal Republic of Yugoslavia.
The OSCE/ODIHR Election Observation Mission is established under a specific mandate, operates separately from all other OSCE Missions and Offices in the region and its duration is limited to the election period. It is headed by Mr. Nikolai Vulchanov and consists of 10 election experts based in Belgrade and 24 long-term observers seconded by 14 participating States who will be deployed shortly to most parts of the Republic of Serbia.
During the coming weeks, the Election Observation Mission will assess compliance of the election process in Serbia with the commitments for democratic elections outlined in the OSCE Copenhagen Document of 1990, as well as with relevant national legislation. Observers will also monitor the election campaign including the balance of media coverage.
Some 150 short-term observers will be deployed shortly before polling day. They will observe the process on election day including voting, ballot counting, hand-over of polling station results and vote tabulation at the Republic Election Commission.
The ODIHR Election Observation Mission will issue a statement on its preliminary findings and conclusions on the day after the election. A comprehensive final report will be released approximately one month after the publication of the final results.
