OSCE/ODIHR will monitor municipal elections in the former Yugoslav Republic of Macedonia

SKOPJE,15 August 2000 - Following an invitation from His Excellency Aleksandar Dimitrov, Minister of Foreign Affairs of the former Yugoslav Republic of Macedonia, the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) will observe the municipal elections scheduled on 10 September (second round 24 September as necessary).
The OSCE/ODIHR Election Observation Mission (EOM), headed by Ambassador Charles Magee (U.S.A.), opened its headquarters in Skopje on 14 August and includes six election experts from Denmark, Germany, Italy, Poland, and Sweden. A number of additional long-term observers are expected to arrive in Skopje on 16 August. The EOM will operate separately and independently from the OSCE Spillover Monitor Mission to Skopje.
The EOM will assess compliance of the election process with the commitments outlined in the OSCE Copenhagen Document of 1990, as well as with relevant Macedonian legislation. In addition, observers will closely monitor the election campaign including media coverage.
The EOM will establish and maintain close contact with government departments, national and local authorities, election commissions, political parties, candidates, representatives of the international community, non-governmental organizations, the media, and civil society.
Some 100 international short-term observers are expected to be deployed throughout the country shortly before polling day. They will observe the process on election day including voting, counting of ballots, delivery of polling station results, and vote tabulation at all levels.
On the day after the election, the EOM will issue a statement containing its preliminary findings and conclusions. ODIHR will issue a comprehensive final report from Warsaw about one month after completion of the mission.
