OSCE has two separate teams working on elections in Georgia

TBLISI, 18 October 1999 - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) wishes to provide clarification on the training of the District Election Commissions (DECs) in Georgia, following inaccurate reports in the Georgian press.
A special OSCE/ODIHR Technical Assistance Team has been involved in planning, organizing and conducting training for DEC members. The team has worked in close co-operation with the Georgian Central Election Commission, as part of the implementation of the Memorandum of Understanding between Georgia and the OSCE/ODIHR, and will depart from Georgia upon completion of the training.
The technical assistance team is entirely independent from the OSCE/ODIHR Election Observation Mission, which was established on 23 September 1999 to observe the 31 October 1999 parliamentary election. The Election Observation Mission will assess the election process in Georgia in relation to OSCE commitments and the relevant Georgian legislation. During the last days of the observation, 24 parliamentarians from the OSCE Parliamentary Assembly will join the OSCE/ODIHR Election Observation Mission along with approximately 120 short-term observers from participating States.
