Legal analyst
The legal analyst examines the electoral legislation and its application.
The legal analyst is interested in two questions: whether legislation complies with OSCE and other universal principles; and whether domestic law is applied properly, impartially, and consistently.
"While most countries in the OSCE region have laws that are in line with international standards for democratic elections, it is the implementation of those provisions that an observation mission follows," says Bojana Asanovic, a citizen of Serbia and Montenegro and the UK who has experience as a short- and long-term observer and as a legal analyst.
"Knowing what the nature of the system is, where the grey areas are, where the electoral administration is likely to encounter problems with implementation is the job of the legal analyst."
