OSCE/ODIHR deploys observation mission for parliamentary elections in Azerbaijan

BAKU, 4 October 2000 - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) today established an Election Observation Mission for the 5 November parliamentary elections in Azerbaijan.
The OSCE/ODIHR Election Observation Mission is headed by Mr. Nicolai Vulchanov and consists of eight election experts based in Baku and long term observers who will be deployed to most of the regions. During the coming weeks, the Election Observation Mission will assess compliance of the election process in Azerbaijan with the commitments for democratic elections outlined in the OSCE Copenhagen Document of 1990, as well as with relevant national legislation.
In this connection, the OSCE/ODIHR Election Observation Mission remains seriously concerned that several political parties have been denied registration for the proportional ballot, and that their appeals have been rejected. The ODIHR will evaluate the registration process following its completion.
The OSCE/ODIHR Election Observation Mission will operate separately from the OSCE Office in Baku established earlier this year.
