The Ministerial Council is the central decision-making and governing body of the OSCE. The meeting, held annually, provides the Foreign Ministers of the 57 OSCE participating States an opportunity to review and assess the Organization’s activities and strengthen the dialogue on security issues in the OSCE area.
The Council of the CSCE held its second Meeting in Prague on 30 and 31 January 1992.
The Ministers granted observer status to Croatia and Slovenia in the CSCE process. They had political consultations on the transformation in Europe - the role of the CSCE and the contribution of European and other institutions, and on the strengthening of CSCE institutions and structures and orientations for the Helsinki Follow-up Meeting. They adopted with immediate effect the Prague Document on the further development of the CSCE institutions and structures.Final Decisions and Declarations
