Serbia and Montenegro suspended as a participating State

At the 13th meeting of the Committee of Senior Officials, participating States suspended Yugoslavia (Serbia and Montenegro) from the CSCE, barring it from participating in the 9 July 1992 Helsinki Summit.
It was decided that the suspension would be reviewed no later than 13 October 1992. However, it was not until 7 November 2000 that the former Republic of Yugoslavia would rejoin the OSCE as a participating State.
The "consensus minus one" exception to the OSCE rule of consensus in decision-making can only be used in clear cases of gross and uncorrected violations of CSCE commitments. This is the only occasion it has been used.
