OSCE Mission to Moldova organizes workshop on reviewing justice sector reform
The OSCE Mission to Moldova, in co-operation with the country’s Ministry of Justice, held a practical workshop on 15 November 2016 for 34 representatives of state institutions, civil society and international organizations on how to accurately evaluate progress on justice reforms.
The event participants analysed the manner in which the level of implementation of the 2011-2016 Justice Sector Reform Strategy and the corresponding Action Plan was assessed. They were also trained to formulate progress indicators on measuring the reform’s impact on society.
Marina Matic Boskovic, a World Bank expert on judicial reform, shared best practices on formulating quality indicators. National expert Sergiu Ostaf additionally explained the importance of duly formulated progress indicators and how these can contribute to attaining the intended results of a reform process.
“This event was particularly valuable because of its practical approach to using case studies,” said Tatiana Moraru, Head of the Division for Analysis, Monitoring and Evaluation of Policies at Moldova’s Justice Ministry. “It demonstrated how important it is to set appropriate quality indicators when drafting a public policy document.”
