OSCE Mission to Montenegro

What we do

The Mission works in close partnership with government and state institutions, media and civil society. It supports police reform, the fight against organized crime and the reduction of trafficking in small arms and light weapons. It also assists Parliament and the State Election Commission with strengthening democratic institutions and processes. The Mission promotes youth engagement and gender equality as well as supports civil society organizations in combatting violence against women. The Mission develops recommendations to facilitate reforms for an effective administration of justice. It supports freedom of information by enhancing media professionalism and self-regulatory mechanisms to address hate speech, as well as advocates for the safety of journalists.
Arms control
Through a comprehensive approach, the Mission supports the Ministries of Defence and Interior to establish approaches for the safe and sustainable management of small arms and light weapons (SALW) and their ammunition in Montenegro.
Combating human trafficking
Working primarily with the Police Directorate, the Mission promotes a multi-sector approach to combating human trafficking.
Elections
The Mission provides expertise and support to the State Election Commission to increase transparency and capacity in administering elections, enhance public confidence and ensure universal accessibility of election processes in line with OSCE commitments and ODIHR recommendations.
Environmental activities
The Mission supports Montenegro in adopting new legislation on environmental protection and climate change, and to better combat crimes that harm the environment. The Mission supports police and prosecutors, as well as NGOs, in order to enhance interagency co-operation and good practices, to strengthen capacity and efficiency, and to encourage more active action against environmental crime. The Mission promotes the OSCE ministerial decisions and commitments on environmental protection, in line with the international standards and best practices in this field.
Gender equality
An overarching priority for the Mission is to reduce inequalities between men and women and mainstream gender equality within national institutions and municipalities in line with the 2004 OSCE gender action plan.
Good governance
The Mission supports Parliament and its committees with enhancing their legislative and oversight roles.
Human rights
In line with the OSCE Ministerial Decision 4/2018, the Mission, in supporting institutions to address violence against women, employs a multi-sectoral approach.
Media freedom and development
Policing
The Mission works to enhance the effectiveness and capacities of the Police Directorate toward developing a professional, democratic, accountable and efficient service.
