Hate Monitor
The Hate Monitor is a monthly visualization of the Mission’s hate crimes monitoring data. It presents the latest data on all known bias-motivated incidents and responses to these incidents by the justice sector, local authorities, and civil society throughout Bosnia and Herzegovina.
It is important to now what is a hate crime.
When a hate crime is committed, one or more perpetrators target the victim, which can be
one or more people or property, because of a protected aspect of the victim's identity, such
as religion or ethnicity, race, sexual orientation or disability. Similarly, a hate incident is an
act of hostility motivated by prejudice or bias that does not necessarily reach the threshold
of a criminal offence, or the criminal nature of which is yet to be determined.
A hate crime is any crime where the perpetrator is driven by prejudice or bias.

Tackling Hate Crimes: Analysis of bias-motivated incidents in Bosnia and Herzegovina
This publication is an analysis of bias-motivated incidents in Bosnia and Herzegovina with recommendations. Hate crimes target the basic fabric of society. Given their destructive potential, the OSCE Mission to Bosnia and Herzegovina has partnered with Bosnia and Herzegovina officials since 2008 to address these crimes. This report presents the Mission's findings based on its past five years of monitoring hate crimes and hate-related incidents, while concurrently assessing the gaps between international standards and domestic practice in relation to responding to these incidents.
Understanding Hate Crimes: A Handbook for Bosnia and Herzegovina
This book has been prepared by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in conjunction with the OSCE Mission to Bosnia and Herzegovina. This booklet aims to help the police, prosecutors, judges, legislators, local authorities and NGOs better understand the problem of hate crimes.
