Registration of two Bosniac parties in Kosovo open for review, OSCE Mission says
PRISTINA 27 April 2004
PRISTINA, 27 April 2004 - The Bosniac Party of Kosovo (BSK) and the Democratic Party Vatan (DSV) have today completed their registration requirements with the Political Party Registration Office of the OSCE Mission in Kosovo.
A final decision on registration will be given following a 14-day period in which the public is invited to review the registration documents.
The BSK, originally a Party of Democratic Action (SDA) branch in Pej/Pec, became a citizens' initiative in 2002 and participated in the last municipal elections in 2002 as such. The BSK was established as a political party in February 2004 by Husnija Beskovic.
The other party, DSV, was established in Dragash/Dragas as a political party in February 2004 by Sadik Idrizi. It was also a former SDA branch and part of the VATAN coalition in the 2002 municipal elections.
The OSCE Political Party Registration Office has been given the responsibility of registering political parties under UNMIK Regulation 2002/8 "On the registration and operation of political parties in Kosovo".
Once all registration materials have been submitted - including the party's programme, statute, and logo - they are made available to the public for review and comments.
According to the Regulation, "anyone who wishes to object to an application for registration of a political party on the basis of any of the provisions of the Regulation may submit such objections, in writing (together with any information or material substantiating the objection), to the Political Party Registration Office within 14 days of the application."
It should be noted that achieving registration does not result in the automatic participation in the 2004 Assembly Election. To ensure a place on the ballot paper, all political entities must be certified. Communication on the certification process and timetable will follow in due course.
Promoting transparency in the political party registration process is part of OSCE's continuing commitment in supporting the development of democratic institutions in Kosovo. The Political Party Registration Office is located in the OSCE Mission HQ in Prishtins/Pristina. Anyone wishing to view the documents can come between 10:00 and 12:00 during weekdays from 28 April through 11 May 2004.
