OSCE holds training seminars for Kosovo election candidates

PRISTINA, 9 October 2001 (OSCE) - The OSCE is holding a series of seminars, beginning today, for candidates in the Kosovo Assembly election on 17 November. The sessions will discuss the role of parliamentary democracy and how they, as elected representatives, can contribute to democratic governance in Kosovo.
The seminars will provide an overview of the rights, responsibilities and duties the candidates will have as members of the new government. Participants will be presented with topics related to the Constitutional Framework such as the division of legislative, executive and judicial powers, preparing and adopting laws, how they are bound by rules that ensure the proper execution of laws. They will also learn how governmental power is limited by fundamental rights and freedoms guaranteed by international and domestic laws.
The workshops aim to ensure the new government structures will start working quickly and professionally. A second seminar will follow after the election with more in-depth discussion of the new Assembly's tasks.
The training is being held in Prizren today, in Pejë/Pec on Tuesday, Gjilan/Gnjilane on Wednesday, Mitrovicë/Mitrovica on Thursday, Prishtinë/Pristina on Friday and Zvecan /Zveçan on Saturday.
The OSCE, as the institution-building pillar of United Nations Interim Administration Mission in Kosovo, has the mandate to organize and run the election in Kosovo. Through the Institute for Civil Administration, the OSCE has and continues to play a key role in helping strengthen the capacity of government structures in Kosovo, which is vital to a functioning democratic society.
