Kosovo Central Election Commission re-established

PRISTINA, 9 March 2001 - The body responsible for elections in Kosovo, the Central Election Commission (CEC), has been reconstituted. The members have been appointed by the UN Special Representative of the Secretary-General, Hans Haekkerup, upon the recommendation of Ambassador Daan Everts, OSCE Head of Mission.
The CEC includes nine local and three international experts. These persons are: Shefket Ajrudini, Daut Dauti, Esad Hafiz, Arsim Janova, Hamide Kunushevci, Haxhi Rama, Hakif Shekolli and Flaka Surroi. The seat for the Serbian representative remains temporarily vacant.
Members were chosen on the basis of their professional qualifications. Four of the members represent the political parties reflecting the Interim Administrative Council (IAC), with two others representing smaller communities. Three of the Kosovo representatives are not politically affiliated, they represent the Statistical Institute, the NGO Council and the media. Ambassador Daan Everts will continue to chair the Central Election Commission.
The CEC is responsible for making recommendations to the SRSG on the basic rules necessary for the conduct of elections, including the selection of an appropriate electoral system.
The CEC is also charged with supervising the conduct of the election process to ensure that it is administered in a free and fair manner. It will prepare and issue electoral rules to establish the procedures for the conduct of Kosovo-wide elections. This will include: an electoral code of conduct; political party, coalition and candidate registration; providing for voter registration; polling and counting procedures; and accreditation of observers.
The OSCE Mission in Kosovo is mandated to organise and assist in the overall conduct of elections. As part of this process, the OSCE played a major role in holding the first free and fair elections in Kosovo on 28 October 2000.
