Kosovo political entities file second financial disclosure reports

PRISTINA, 20 December 2000 - The political entities that contested the 28 October 2000 Kosovo municipal elections have filed their post-election financial disclosure reports.
"The filing of these reports is considered a significant step toward transparency," OSCE Head of Mission Ambassador Daan Everts said. "All political entities in Kosovo have risen to the occasion in demonstrating public accountability and compliance to the electoral rules."
Under Electoral Rule 2000/12 on Campaign Finance Disclosure and Spending Limits, political entities are required to submit income and campaign expenditure statements covering the period from 1 September to 27 October 2000. This disclosure, which is intended to make the financing of electoral campaigns transparent, included income, major contributions and campaign expenditures.
The income statement must be based on membership fees, cash donations received from within Kosovo and abroad, as well as contributions made in the form of goods and services; while expenditures include production of media spots and campaign literature, events and office expenses. Disclosure forms also reflect funds disbursed by EPOS, the Austrian NGO tasked with administering funds donated by Germany, Switzerland and Norway, and USAID which provided funding solely for the production and dissemination of video and radio spots.
In line with the decision made by the Central Election Commission, post-election disclosure reports are now being made available to the media and the public so that they can judge whether the campaign activities mounted by the political entities up to Election Day correspond with their disclosure reports.
A chart showing disclosed income and expenditures up to the municipal elections, and the account balance of funds remaining for each political entity, can be found on the OSCE Mission in Kosovo website /kosovo/elections/
