Two broadcasting licenses issued in Kosovo

PRISTINA, 1 December 2000 - Broadcasting licenses for the two available Kosovo-wide television channels have been awarded by a panel chaired by the Kosovo Temporary Media Commissioner.
The panel considered four applications: TV 21, Kohavision, TV Bota Sot and TV Dita. A fifth application was received at the last moment from TV Nevi, but it was not complete, had not been submitted by the deadline, and therefore the panel decided it was ineligible.
Licenses will be awarded to TV 21 and Kohavision, which received the highest scores in the evaluation.
The panel scored the application documentation presented and a series of 10 standard questions, that were asked of each applicant, on a range of 1-10. These scores were recorded by each panel member independently and placed in a sealed envelope. Each applicant was also allocated a period for an exchange of free questioning as an opportunity to clarify any doubts or detail. This period was also scored on a range of 1-10.
Each applicant was interviewed separately and the order in which they appeared being decided by a draw. Following the interviews the sealed score sheets were opened in the presence of all the applicants and the total scores for each application were calculated.
The panel comprised Mr. Simon Haselock, Temporary Media Commissioner; Mr. Gernot Eberle, OSCE Head of Licensing; Mr. George Wairoma, UNMIK Posts and Telecommunications; Mr. Fatmir Berisha, Association of Kosovo Broadcasters, and Mr. Vehap Shita, Association of Kosovo Journalists.
All applicants were informed of their right to appeal this decision to the Media Appeals Board within 30 days of the panel decision, or 1 January 2001.
