Political entities in Kosovo receive financial support
PRISTINA 4 October 2000
PRISTINA, 4 October 2000 - Four donor countries have made funds available to assist those political entities contesting the forthcoming municipal elections with their campaigns.
There are two separate funds, one for general campaign purposes, such as poster production, while the second is for the production of broadcast media campaign spots. Both funds are being administered by the OSCE s implementing partner, the Austrian NGO, EPOS.
The general campaign fund, which amounts to 215,000 DEM has been donated by Norway, Switzerland and Germany.
All political entities running for office in four or more municipalities, with the exception of the three biggest entities - LDK, PDK and AAK - will receive 9,400DEM each from this fund. Entities running in three municipalities or less will receive half that amount - 4,700DEM. Independent candidates will receive 25% of that amount or 2,350 DEM.
As of today, 12 entities have already received money from this fund which is paid out in cash.
The United States has made US$500,000 available to help the political entities produce radio and television campaign spots.
Using a similar formula, all political entities running for office in four or more municipalities - including the LDK, PDK and AAK will receive 36,000DEM each from this fund. Entities running in three municipalities or less will receive half that amount, or 18,000DEM. Independent candidates will receive 25% of that amount or 9,000DEM.
In order to avail of this fund, the entities must submit a simple media plan to EPOS, detailing the number of radio and television spots, the cost and the production company involved by Saturday, October 7th.
EPOS will then liaise directly with the production companies on the transfer of funds. The media fund is retrospective which means it can also be used to pay for broadcast spots which have already been produced. In that case, the entities will be reimbursed.
