First fines issued for Kosovo electoral code violations

PRISTINA, 27 September 2000 - The Election Complaints and Appeals sub-Commission (ECAC) has handed out its first set of fines to political entities for clear breaches of the Electoral Code of Conduct.
The Democratic Party of Kosova (PDK) has been sanctioned for two separate offences while the Alliance for the Future of Kosova (AAK) coalition has been fined for one offence.
The PDK was fined 1,000 DEM because party supporters in Gllogovc / Glogovac spray-painted public buildings and used an ambulance from the town s health centre to display party posters on 16 September.
The AAK was fined for an offence in the village of Dukajini / Novo Selo in Gjakova / Djakovica municipality, also on September 16th. International monitors observed three uniformed members of the Kosovo Protection Corps (TMK) at the rally in contravention of UNMiK Regulation 1999/8. They were fined 500 DEM.
The PDK was also penalised for a number of violations which occurred during a campaign rally in Gllogovc / Glogovac on September 20th. Party supporters fired shots in the air and spray-painted party slogans on several public buildings at the rally site and on public roads. A uniformed member of the TMK was also in the crowd which attended the rally. The PDK was fined 1,000 DEM.
The PDK and the AAK have five days to comply with the ECAC decisions. They must make their fines payable to the Political Party Fund and deduct the same amount from their campaign spending limits. If they fail to make the deadline, the ECAC can recommend the removal of a candidate from their candidates list.
By sanctioning the PDK and the AAK, the ECAC wants to make it clear to all those contesting the elections and their supporters that breaches of the Code of Conduct, to which all signed up, will not be tolerated.
The sub-Commission reminds anyone with a legal interest in the electoral process or who claims that his or her rights concerning the electoral process have been violated to use the mechanism provided by the ECAC and report possible violations of any of the Electoral Rules.
