Round table discussion on pre-trial criminal procedures in Kosovo

PRISTINA, 27 July 2000 - The relationship between the courts and the police with regard to pre-trial criminal procedures is the focus of a two-day roundtable discussion taking place at the Kosovo Judicial Institute this week.
Thirty-five participants, eight experts and 29 observers, including local judges, public prosecutors, defence counsel as well as representatives of KFOR and UNMiK police, Council of Europe and the Department of Judicial Affairs take part in the event which takes place Thursday and Friday, 27-28 July. It's also being attended by representatives of the International Criminal Tribunal for the former Yugoslavia and American Bar Association/Central and Eastern Europe Law Initiative.
The goal of the roundtable discussion is to highlight the legal relationship between the investigating judge, the public prosecutor and the police, and the legal guarantees to which a suspect is entitled. The participants will be focusing on issues such as the international human rights and forensic standards which apply during the various stages of a criminal investigation before a case comes to court. The "roundtable" format gives the participants an opportunity to present their point of view and put forward recommendations to resolve problems identified.
The Kosovo Judicial Institute, set up by OSCE to provide legal education for judges and prosecutors, has an important role to play in strengthening the independence of the judiciary and rule of law in Kosovo.
