OSCE publishes manual on budget oversight for Kosovo Assembly committees
The OSCE Mission published on 29 April 2014 a Manual on Budget Oversight for Kosovo Assembly Committees to assist 120 Assembly members in performing their financial oversight function over the line ministries and the government.
The manual is the product of the OSCE’s support provided to the Assembly during 2012 and 2013 and their successful oversight over the budget execution by the Ministry of Internal Affairs and the Kosovo Police.
“The manual on budget oversight should help all of the Assembly of Kosovo committees in performing their financial oversight over the government in their current mandate, as well as in the mandates to come,” said Head of the OSCE Mission in Kosovo, Ambassador Jean-Claude Schlumberger.
“The Assembly performs representative, legislative and oversight roles and is the key mechanism for keeping the government accountable for its actions.”
The manual provides an overview of the budgeting cycle by central-level institutions, and describes the role of the Assembly in this process. It also provides practical advice and step-by-step guidance through the budget oversight exercise.
