OSCE Institutions and structures

The Organization has a number of institutions and structures that help it implement its mandate.
This includes the Office for Democratic Institutions and Human Rights, which works in the field of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law; the Representative on Freedom of the Media, who observes the situation of the media and provides and early warning function; and the High Commissioner on National Minorities, who, by using quiet diplomacy, seeks the early resolution of ethnic tensions. In addition, the OSCE Parliamentary Assembly brings together parliamentarians from OSCE participating States.
