The High Commissioner on National Minorities (HCNM) is organizing conference at the Peace Palace in The Hague to mark 30 years since the first OSCE HCNM, Max van der Stoel, assumed his duties.
The 30th Anniversary conference will highlight how the six successive High Commissioners have approached conflict prevention through their unique mandate, the important role that the HCNM plays in the OSCE’s approach to conflict prevention, and the value of the HCNM’s thematic Recommendations and Guidelines.
The High Commissioner will also present his latest set of thematic Recommendations: the Recommendations on the Effective Participation of National Minorities in Social and Economic Life (Recommendations on Social and Economic Participation).
The conference will open with speeches by high-level representatives of the OSCE and Dutch Government. UN Assistant Secretary-General for Human Rights Ilze Brands Kehris will deliver the keynote speech.
A panel of the present and previous High Commissioners will discuss how they approached their mandate, the relevance of societal integration, and the value of the thematic Recommendations and Guidelines. They will share their considerations on the future role of the HCNM within the contemporary security and geopolitical landscape.
The expert drafters of the Recommendations on Social and Economic Participation will present the key principles. This will be followed by a panel discussion on the “Effective Participation of National Minorities in Social and Economic Life: Practical Implications and Good Practices” and an interactive discussion among the audience.
