Presentation of the new Austrian security strategy “Security in a new decade: shaping of security” by Brigadier General R. Trischak, Director of the Military Policy Division of the Ministry of Defence of Austria. Arms control in Europe: – Presentation on “Arms control in Europe” by Dr. V. Badrak, Director, Centre for Army, Conversion and Disarmament Studies, Kyiv, Ukraine; – Presentation on “The way forward in the politico-military area: co-operative security, confidence- and security-building measures and arms control” by Mr. L. Zannier, Secretary General of the OSCE. Presentation on “Results of the Zapad-2013 Exercise” by Colonel General A. Postnikov, Deputy Chief of the General Staff of the Armed Forces of the Russian Federation, and Colonel A. Krivanos, Deputy Head of the General Staff of the Armed Forces of the Republic of Belarus (Colonel General A. Postnikov, Annex 1; Colonel A. Krivanos, Annex 2). Financial contributions to small arms and light weapons (SALW) and stockpiles of conventional ammunition (SCA) projects in the OSCE area (Switzerland, Annex 3; Serbia, Annex 4; Bosnia and Herzegovina, Annex 5; Montenegro, Annex 6).

Prior to taking up the agenda, the Chairperson, on behalf of the Forum, offered condolences to the Russian Federation in connection with a terrorist attack that had taken place in Volgograd on 21 October 2013. Dayton Peace Accords: Presentation on activities of the Personal Representative of the Chairperson-in-Office for Article IV of Annex 1-B of the Dayton Peace Accords by Major General M. Torres, Personal Representative of the Chairperson-in-Office for Article IV of Annex 1-B of the Dayton Peace Accords (Serbia, also on behalf of Bosnia and Herzegovina, Croatia and Montenegro, Annex). Small arms and light weapons (SALW) and stockpiles of conventional ammunition (SCA) projects in Kyrgyzstan: – Presentation on enhancing the capacity of the Republic of Kyrgyzstan for physical security and stockpile management of SALW and CA, by H.E. Ambassador S. Kapinos, Head of the OSCE Centre in Bishkek; and – Presentation on the SALW and SCA project in Kyrgyzstan, by Colonel Z. Suerkulov, First Deputy Minister of Defence of Kyrgyzstan. Forum for Security Co-operation Decision No. 5/13 on the date of the 2013 Meeting of the Heads of Verification Centres.

Prior to taking up the agenda, the Chairperson, on behalf of the Forum, offered condolences to Tajikistan in connection with the train accident that took place on 10 October 2013. Presentations on Central Asia: - “Regional security challenges in Central Asia” by H.E. Ambassador M. Jenča, Special Representative of the United Nations Secretary-General for Central Asia and “The OSCE’s involvement in the political-military dimension in Tajikistan” by H.E. Ambassador I. Nasredinov, Permanent Representative of Tajikistan to the OSCE; - “Joint Efforts on Development of the National Capacity in Mine Action and Small Arms and Light Weapons / Conventional Ammunition Security in Tajikistan” and “Progress on Technical Co-operation on Explosive Hazards Reduction and Response in Central Asia” by Mr. L. Buhin, Mine Action Officer, OSCE Office in Tajikistan. Announcement of the completion of the destruction of all obsolete and expired ammunition in Cyprus (Cyprus, Annex).

Presentations on conventional ammunition stockpile management: – “Capacity Development Programme for SCA Management in Serbia” by Brigadier General B. Zrnic, Head of the Department for Defence Technology, Sector for Material Resources, Ministry of Defence of the Republic of Serbia; – “Role of the UNDP in the Capacity Development Programme for SCA Management in Serbia” presented by Mr. I. Zveržhanovski, SEESAC Coordinator and Vice-President of the Executive Committee of the CASM Programme (Montenegro, Annex 1). Financial contributions to the small arms and light weapons and stockpiles of conventional ammunition projects in Serbia and Bosnia and Herzegovina (Denmark, Annex 2; Turkey, Annex 3). United Nations Security Council resolution 2117 on small arms and light weapons, adopted on 26 September 2013 (Japan (Partner for Co-operation), Annex 4).
