The Seminar, the eighth of its kind within the OSCE, will provide a forum for participants to discuss doctrinal changes and their impact on defence structures in the light of the present European security situation. The event takes place once every five years and will be chaired by the FSC Chairpersonship of the United States of America.
The aim of the Seminar is to enable dialogue and information exchange among military representatives to foster greater mutual understanding and transparency as well as build trust and confidence. Holding such seminars is encouraged in Chapter II of the Vienna Document 2011 on confidence- and security-building measures in order to foster the process of transparency, openness, and predictability.
The Seminar is a high-level conference for the OSCE participating States and Partners for Co-operation Chiefs of Defence, Chiefs of General Staff, Chiefs or Vice-Chiefs of Staff, as well as other high-level officials, academics and diplomats.
