The 2021 OSCE Annual Police Experts Meeting (APEM) will focus on “Preventing Transnational Organized Crime” and stems from a series of meetings and conferences organized in 2020 and 2021.
One of the most effective ways to address transnational organized crime is by investing resources in its prevention, was a key finding of recent high-level events such as the 2021 OSCE-wide Conference on Combating the Threat of Illicit Drugs and the Diversion of Chemical Precursors, the 2021 OSCE Annual Security Review Conference as well as several meetings of the OSCE Security Committee.
Participants of the 2021 APEM will discuss how authorities can improve their prevention and implementation efforts by designing tailor-made strategies at international, regional and national levels. They will address the role of institution-building activities, co-ordination among of all relevant national institutions and the part played by public-private partnerships in better supporting and complementing state efforts.
The event is intended for law enforcement experts and other criminal justice practitioners, OSCE delegations, representatives of regional and international organizations, academic researchers as well as civil society representatives from OSCE participating States and Partners for Co-operation.
The main findings and outcomes of the meeting will be compiled in a report, which will serve as a basis for further discussions and as guidance for the OSCE when developing and providing capacity-building and technical assistance to OSCE participating States and Partners for Co-operation.
