OSCE Centre supports DNA training for investigators and forensic experts in Kyrgyzstan

NARYN, Kyrgyzstan, 7 September 2011 - The first in a series of two-day training seminars on DNA expertise for forensic experts and investigators started today in Naryn in the north of Kyrgyzstan.
The OSCE-supported training is organized by local company Biochip Technologies LTD, which specializes in DNA research, in co-operation with Kyrgyzstan’s Interior Ministry. The event will cover the practical aspects of collecting DNA data. Participants will also discuss perspectives for DNA research and the future development of such expertise in the country.
Lilian Darii, the Deputy Head of the OSCE Centre in Bishkek, said: “Forensics expertise including DNA analysis has a direct impact on the quality of investigations. This course will help investigators and forensic experts prepare and use DNA evidence in court proceedings.”
Kanat Imanaliev, the Chief of the Forensic Centre of the Ministry of Interior, said: “This expertise is crucial to police work. DNA evidence, based on the latest technological developments and prepared with experts’ knowledge and skill, is one of the most reliable means of identifying victims of crime and detecting criminals in human rights violation cases. Such training courses and discussions should be held in all the investigation and expert sections of the law enforcement bodies.”
Sadyrbek Dubanaev, the Director of the Biochip Technologies LTD, added: “Nowadays even confessional evidence from a suspect cannot be the main factor that shapes the result of the investigation process. The experts’ work and their impartiality will also help to build trust between the police and the public, to gain the respect of the media and civil society. The results of the discussion will help us define concrete activities that would support and promote this field in our country.”
Some 150 forensic experts and police investigators will take part in similar training events, which will be held throughout the country until 7 October.
