Posavina canton signs on to OSCE Administration Project in Bosnia and Herzegovina

SARAJEVO, 1 March 2001 - The OSCE Mission to Bosnia-Herzegovina will formally sign a memorandum of understanding with the Posavina Canton to commence implementation of the OSCE Cantonal Administration Project (CAP). The Posavina Canton is the second of three cantons to sign such a memorandum of understanding.
CAP is the OSCE Mission's largest project ever undertaken to date at the Cantonal level. It is designed to increase the efficacy, transparency and accountability of canton administration by targeting administrative and legislative authorities alike.
"The OSCE Mission to Bosnia-Herzegovina intends to provide support to proactive canton governments in their efforts to reform, and the CAP program is an element of that support," said OSCE Head of Mission Ambassador Robert L. Barry. "This is a key component of the OSCE's efforts to assist in promoting good governance and accountability of government officials to the citizens."
The OSCE Mission to Bosnia and Herzegovina will inaugurate the project in Posavina Canton with the launch of a financial management assistance mission on Tuesday, 6 March, followed by an organizational assessment mission on 19 March. Some of the other areas that will be targeted by the project include human resource management, administrative culture and economic management.
The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
