Provisional Election Commission amends Rule on Compensatory Seats in Bosnia and Herzegovina

SARAJEVO, 22 June 2000 - The Provisional Election Commission (PEC) recently adopted changes to the Rules and Regulations regarding compensatory mandates. Political parties and coalitions will now be allowed to submit a separate list of candidates for compensatory mandates to the PEC by September 1, 2000.
According to the new PEC Rules and Regulations, candidates' lists for compensatory mandates may be submitted by each political party and coalition certified to run candidates for the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, or the National Assembly of the Republika Srpska.
Only candidates from the multi-member constituencies are allowed to be on those lists. The lists will not be part of the ballot, but will be published and available to the public. These lists of candidates for compensatory mandates will only be used for purposes of awarding compensatory mandates.
"This new provision increases the party's influence on who will be elected to compensatory seats, while transparency of the voting process is maintained," remarked Ambassador Robert Barry, Head of the OSCE Mission to Bosnia and Herzegovina and Chairman of the Provisional Election Commission. "Voters will know in advance which candidates will be awarded compensatory seats since the list will be made available to the public."
Compensatory mandates won by a political party or coalition are allocated one by one to candidates on the political party or coalition's list of candidates for compensatory mandates who have not already won a mandate in a multi-member constituency.
