Seminar on Military Doctrine in Austria continues

SARAJEVO, 26 August 1999 - The Seminar on Military Doctrine, which started on August 24, 1999 in Vienna, Austria with the participation of high-ranking political and military officials from throughout Bosnia and Herzegovina, will despite yesterday's arrest of General Momir Talic continue.
General Talic, Chief of General Staff of the Armed Forces of Republika Srpska, was arrested by the Austrian police based on a warrant issued by the International War Crimes Tribunal (ICTY). He was in Austria attending the Seminar on Military Doctrine, which was organized under the co-sponsorship of the OSCE Mission to Bosnia and Herzegovina and the Austrian government. After his arrest, the Serb participants decided to withdraw from the seminar. The OSCE invited the parties to nominate their own participants to the seminar.
Since the indictment by the ICTY was sealed, the OSCE had had no prior knowledge of the planned arrest. The OSCE expresses its full support for the work and activities of the International War Crimes Tribunal.
The OSCE and Austrian authorities had invited 18 participants from the upper echelons of politics and the military of Bosnia and Herzegovina to attend this seminar held at the National Defense Academy. Participants include high level military commanders, cabinet members, ministers and political personnel. The general aim of the seminar is to illustrate the experiences of Austria, in the field of Security Policy and the democratic control of Armed Forces and to discuss these experiences in relationship with the particular situation in Bosnia and Herzegovina. Participants are investigating models of Defense Doctrine by working with Austrian experts who are facilitating using presentations and discussions. The seminar is due to take place till August 31.

The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
