OSCE Almaty roundtable to focus on problem of juvenile delinquency

ALMATY, 12 December 2003 - Discussion of the legal status of under-aged offenders who are not criminally liable due to their youth will bring together Kazakhstan's human rights experts at a roundtable next week, which is co-organized by the OSCE.
In criminological terminology, deviant behaviour is that which deviates from legal and moral norms as a result of asocial development of the person and the impact of unfavourable social situations, coincidences and negative factors on his/her weaknesses.
The roundtable will dwell upon the role of state bodies in social work with children in need of special conditions for upbringing, the opportunities for legislative changes in the juvenile justice system of Kazakhstan and further channels for development.
Taking as a specific example a specialized school for children and teenagers in the city of Taraz, the roundtable participants will discuss the significance and the role of specialized educational institutions in the upbringing of children showing deviant behaviour.
The event is being organized jointly by the OSCE's Warsaw-based Office for Democratic Institutions and Human Rights (ODIHR), the OSCE Centre in Almaty, Kazakhstan's Ministry of Education and Science, Kazakhstan Criminologists Association and Taraz Initiative Centre Public Association. Financial support for the event has been provided by Germany.
Journalists are invited to attend the opening of the roundtable at 10:00 on Thursday, 18 December 2003, in the Alatau Sanatorium, Poselok Kamenka, Almaty.
