European Commission and OSCE Presence launch 800,000 euro electoral assistance project in Albania

TIRANA, 17 November 2004 - The Delegation of the European Commission and the OSCE Presence in Albania signed today an agreement launching a project to assist the Albanian government in improving the country's voter register, worth 800,000 euro.
The agreement was signed by the Head of the European Commission Delegation, Ambassador Lutz Salzmann, and the Head of the OSCE Presence, Ambassador Pavel Vacek.
The overall objective of the project is to support Albania's efforts to secure free and fair elections in 2005, through technical assistance to the Ministry of Local Government and Decentralization and the Central Election Commission (CEC), in view of the new Law on Verification, Identification and Registration of Citizens from Local Government Units.
The project will be funded by the European Commission and implemented by the OSCE Presence. The project partners will include the Ministry of Local Government and Decentralization, which will be in charge of updating the voter lists, the Central Election Commission, which will provide assistance to voters, and 20 Albanian municipalities and communes, in charge of implementing the law on voter registration.
The project will be implemented through a series of activities. These will include a public awareness campaign, a training of trainers and establishment of an experts network in the field, assistance to the CEC and the Ministry to update the voter register, technical assistance to the 20 targeted municipalities and also assistance to the CEC in informing voters about their polling station location. The target municipalities will be equipped to carry out the registration exercise, define polling station locations, and update the voter lists.
