The OSCE High Commissioner on National Minorities commissioned a group of internationally recognized experts to elaborate Recommendations on the Effective Participation of National Minorities in Public Life (June 1999). The ODIHR used four of those recommendations concerning elections as the impetus to produce these guidelines, which aim to make the participation of national minorities in public decision-making more effective by enhancing their representation.
