Following an invitation by the authorities of Mongolia to observe the upcoming parliamentary elections, based on the findings and conclusions of the OSCE/ODIHR Needs Assessment Mission, and in accordance with its mandate, OSCE/ODIHR deployed an Election Observation Mission (EOM) for these elections.
Long-term Observation
The OSCE/ODIHR EOM, headed by Ambassador Audrey Glover, began its work on 20 May. The OSCE/ODIHR EOM has a core team of 11 international experts based in Ulaanbaatar, drawn from 9 OSCE participating States. Fourteen long-term observers will be deployed throughout the regions.
The mission will assess these elections for compliance with OSCE commitments and other international obligations and standards for democratic elections, as well as national legislation. Observers will follow campaign activities, the work of the election administration and relevant state bodies, the implementation of the legislative framework, and the resolution of election disputes. The mission will also conduct comprehensive monitoring of the media.
Short-term Observers
The OSCE/ODIHR requests participating States to second three hundred (300) short-term observers (STOs) to observe voting, counting and the tabulation of results. STOs will be deployed in multinational teams of two, under a deployment plan prepared by the OSCE/ODIHR EOM. Please consult the information sheet. STOs need to register on the database at http://stodb.odihr.pl.
Election Day
The OSCE/ODIHR has requested 300 short-term observers to be deployed immediately prior to the 29 June elections. The short-term observers will be deployed throughout the country in multinational teams of two to monitor the opening of polling stations, the voting, the counting of ballots, and the tabulation of results.
A statement of preliminary findings and conclusions will be issued on the day after the elections. The OSCE/ODIHR will publish a final report approximately two months after the completion of the electoral process.
Previous Elections
The OSCE/ODIHR has observed one previous election, the 2013 presidential election, since Mongolia became an OSCE participating State in 2012.
