Long-term observation
Following an official invitation from Moldova’s Central Election Commission, and based on the recommendation of ODIHR’s needs assessment mission conducted from 22 to 24 March, ODIHR deployed a limited election observation mission on 11 May to observe the 5 June local elections.
The mission, headed by Gerald Mitchell of the United Kingdom, consisted of 11 international staff based in Chisinau, drawn from 10 OSCE participating States. Fourteen long-term observers were deployed throughout the country on 15 May.
The mission will assess the elections for compliance with principles for democratic electoral processes, including commitments agreed to by all OSCE participating States, as well as national legislation. Observers will monitor campaign activities, media coverage, the legislative framework and its implementation, the work of the election administration and relevant government bodies, as well as the resolution of election disputes. While the mission will visit a limited number of polling stations on election day, systematic observation of electoral proceedings is not envisaged.
Previous elections
ODIHR has observed a number of electoral events in Moldova, including the presidential election in 1996, parliamentary elections in 1998, 2001, 2005, 2009, and 2010, as well as local elections in 2003 and 2007.
