Two OSCE Mission in Kosovo members detained by Yugoslav authorities

PRISTINA, 4 August 2000 - Two international members of the OSCE Mission in Kosovo, who did not report back from a few days holidays in Montenegro, are reported to have been detained by the Yugoslav authorities. The OSCE Mission in Kosovo joins the OSCE Chairperson-in-Office in calling on the Federal Republic of Yugoslavia to grant immediate access to those detained and honour its obligations under the Vienna Convention.
Sergeant Adrian Prangnell, 41, and Constable John Yore, 31, both British nationals, are members of the team of international police instructors working with the OSCE Kosovo Police Service School in Vucitrn/Vushtrri. They left for Montenegro for a few days vacation with two Canadian colleagues last Friday and were expected to return to Kosovo on Tuesday.
The two OSCE Mission members are attached to the Police School Community Liaison Unit, based in Pristina. The unit is primarily involved in recruiting members of minority communities for the new Kosovo Police Service as well as community education and outreach. They are also two of the co-ordinators of the "Cops for Kids" programme, a fund-raising initiative set up by the OSCE police instructors to provide support for children's projects in Kosovo.
The two missing Mission members, both of whom are serving officers with the British police force, have been seconded to the OSCE Mission in Kosovo since August 1999. Sergeant Prangnell is a detective with the Hampshire Constabulary. Constable John Yore is a traffic officer with the Cambridge Constabulary. They are due to complete their assignments in early September.
