Propaganda for war and hatred and freedom of the media

Propaganda and its destructive consequences pose imminent threats to media freedom. To better understand and also address the root causes of propaganda, the Office of the OSCE Representative on Freedom of the Media, together with the German Chairmanship, organized and hosted a one-day expert meeting on this subject.
Experts across the OSCE region were brought together for the meeting which serves as a platform to discuss the Represenative Office's recent publication "Propaganda and Freedom of the Media”.
The expert meeting mainly focused on the following areas:
- The legal and historical basis for the case against propaganda;
- Human rights and legal implications of propaganda on freedom of the media, and on wider concepts of security and co-operation in Europe;
- Best practices to protect media freedom, including the need for protection of independent voices;
- Practice of and terminologies related to the phenomenon of propaganda and its effects on the media;
- The challenges propaganda bring to journalism and journalists, online and offline.
