At the third Ministerial Council in Stockholm, the Ministers discussed the aggression in Bosnia-Herzegovina and Croatia, the crises in parts of the former Yugoslavia and other regions, and the strategy and structure of the CSCE.
They considered the recommendations of the October Meeting on Peaceful Settlement of Disputes held in Geneva, reaffirming the importance of the commitment of all participating States' to settle their disputes peacefully.
In Stockholm, Max van der Stoel was appointed High Commissioner on National Minorities to strengthen the CSCE's capacity for early warning and preventive diplomacy and the post of Secretary General was created.
