The Special Representative is tasked by the 2005 Ministerial Council Decision to report annually to the Permanent Council
on the progress achieved over the preceding year’s anti-trafficking work carried out throughout the OSCE region.
2020-21 Report of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings: Advancing new strategies to end exploitation
This Biennial Report reflects the work of the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings in 2020 and 2021. It is designed to highlight the Office's comprehensive strategy to end trafficking, the priorities informing the Office's programmatic work, the efforts made with participating States to help them develop more effective laws and policies, and the impact the Office aims to achieve on the ground.
2018-2019 Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings
This is the 2018-2019 Report produced by the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) in line with its mandate as outlined in OSCE Ministerial Council Decisions No. 02/03 and 03/06. This report provides a summary of the full range of activities carried out by the Office of the SR/CTHB, with additional sections that focus on the work of the OSCE’s executive structures and field operations. This publication aims to foster increased awareness and understanding of human trafficking itself, as well as some of the challenges and opportunities currently facing the anti-trafficking community.

This is the 10th Report produced by the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) according to the requirements of OSCE Ministerial Council Decision No. 13/05 on Combating Trafficking in Human Beings. This report provides a summary of the wide range of activities carried out by the Office from 1 January, 2016 to 1 November, 2017, with additional sections that focus on the work of the OSCE’s executive structures and field operations.

This report provides a summary of the wide range of activities carried out by the Office from 1 March, 2014 to 1 September, 2015, with additional sections that focus on the work of the OSCE’s executive structures and field operations.
Combating Trafficking and Exploitation: Human Rights, Social Justice and the Rule of Law
This is the 8th Annual Report produced by the OSCE Special Representative and Co-ordinator for Combating Trafficking
in Human Beings (SR/CTHB) according to the requirements of OSCE Ministerial Council Decision No. 13/05 on Combating
Trafficking in Human Beings. This 2005 Decision tasks the SR/CTHB to report annually on the progress achieved over the
preceding year’s anti-trafficking work carried out throughout the OSCE region. This report covers the period from January to
early December 2013, which corresponds roughly to the 4th and final year of the term of Maria Grazia Giammarinaro. This
report will be updated and printed in February 2014 when the SR/CTHB will formally end her mandate as the third OSCE SR.
Combating Trafficking as Modern-Day Slavery: A Matter of Non-Discrimination and Empowerment
The 2012 Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings aims to offer a concise overview of the wide range of activities carried out by the Office of the Special Representative and by the OSCE’s executive structures, institutions and field operations. The last part of the Report builds upon the October Alliance Conference “An Agenda for Prevention: Non Discrimination and Empowerment”, with an action-oriented paper highlighting
how full recognition of the existing linkage between trafficking and discrimination can lead to new paths for advocacy, and make it possible that anti-trafficking and non-discrimination policies enhance each other.
This Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings comprises of two main parts. Part I, An Agenda for Prevention: Activities and Challenges in 2011 is an overview of the main OSCE anti-trafficking activities. Part II has a special thematic focus on trafficking for labour exploitation and contains three experts’ essays which build upon the 11th Alliance against Trafficking in Persons Conference on “Preventing Trafficking in Human Beings for Labour Exploitation: Decent Work and Social Justice” ( 20- 21 June 2011). Both parts have a single conceptual framework: an agenda for prevention of trafficking in human beings.
Combating Trafficking as Modern-Day Slavery: A Matter of Rights, Freedoms and Security
The 2010 Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings is divided in four parts and deals with different aspects of the phenomenon, policies, actions, and challenges deriving from trafficking in women, men, and children for many different exploitative purposes. Part I “Trafficking in Human Beings as Modern-Day Slavery” explores the multiple forms of trafficking and addresses them as severe human rights violations,
serious transnational organized crime, and threats to the individual and State security. Part II “Joining Efforts to Tackle Trafficking in Human Beings” provides an overview of the work and internal co-ordination and co-operation further developed in 2010 by the OSCE institutions, structures and field operations. Part III “Stepping Forward: Challenges and Future Perspectives” concludes the report as a stand alone chapter by addressing four crucial areas that the OSR decided to focus on to advance the anti-trafficking action: prosecution and criminal justice response; protection of victims’ rights; prevention; and strengthening partnership. Part IV of the report lists the references and an Annex recording the conferences and events attended by the SR and her Office in 2010.
