The Code of Conduct sets out the fundamental principles pertaining to security relations among OSCE participating States, particularly the non-use of force. Its provisions regarding the regulation of the political control of military, paramilitary and internal security forces in democratic societies is of unparalleled importance in the OSCE area.
This two-day event is aimed at emphasizing the importance of the Code within the OSCE participating States focusing on the oversight function of parliaments and parliamentarians and promoting the Code of Conduct’s important provisions regarding the democratic control of security providers.
The purpose of the conference will enable discussions on national implementation practices and explore the Code of Conduct’s potential as a tool to strengthen the oversight function of parliaments in view of emerging security challenges and to facilitate debates on its possible contributions within the framework of the OSCE security architecture.
