ODIHR Expert Panels

To give the best possible assistance to participating States in implementing their commitments to the OSCE, ODIHR has set up a number of expert panels that complement the Office’s own expertise by providing advice, guidance and recommendations to ODIHR on various aspects of its mandate. Members of ODIHR advisory panels are elected to serve on a voluntary basis in their personal capacity as independent experts, taking geographical diversity and gender balance into consideration.   • ODIHR Advisory Panel on the Political Participation of Persons with Disabilities
    Convened in 2021, the Advisory Panel on the Political Participation of Persons with Disabilities provides advice, guidance and recommendations to the OSCE ODIHR on matters related to the participation of people with disabilities in political and public life.

  • ODIHR International Survivors of Trafficking Advisory Council (ISTAC)
    Since 2021, the International Survivors of Trafficking Advisory Board (ISTAC) assists ODIHR's work in combatting trafficking in human beings. It provides advice, guidance and recommendations to ODIHR, and through ODIHR to the OSCE participating States, on anti-trafficking legislation, policies, practices and training. The Council's work reflects the importance of including and promoting the voices of people with lived experience of human trafficking in all matters related to combating this crime.

  • ODIHR Panel of Experts on Freedom of Assembly and Association
    The Panel of Experts on Freedom of Assembly and Association is an advisory and consultative body that enables ODIHR to assist OSCE participating States more effectively in implementing their OSCE commitments on freedoms of peaceful assembly and of association.

  • ODIHR Panel of Experts on Freedom of Religion or Belief
    The OSCE Office for Democratic Institutions and Human Rights appoints a panel of experts on freedom of religion or belief for a three-year term. Panel members serve in their personal capacities as experts on the topic of freedom of thought, conscience, religion or belief, and not as representatives of their state, academic institutions, religious or belief communities or any other types of organization. ODIHR makes the panel's expertise available to participating States, OSCE field operations and non-governmental organizations.
