New training seminar for Kosovo civil servants underway

PRISTINA, 8 June 2001 (OSCE) - The OSCE Mission in Kosovo is continuing its work of assisting Kosovo's new civil servants through training in professional tools of administration.
A three-day seminar, co-ordinated by the OSCE-run Institute of Civil Administration (ICA) is underway. It forms part of a series of training programmes aimed at assisting the new local government structures.
"This seminar aims to assist the Chief Executive Officers in developing a professional approach to the complicated work of running municipal assemblies," said Bjorn Ahren, head of OSCE's Division of Civil Administration Support. "This development is fundamental in providing a functioning municipal structure for Kosovo."
Chief executive officers are examining their roles and responsibilities in municipal structures. Discussion will focus on tools needed for long-term municipal planning, including leadership skills, staff recruitment and development, and the division of responsibilities between the Chief Executive Officers and assembly presidents.
Municipal Assembly presidents will attend to discuss issues of mutual concern in municipal governance. The intent is to improve the relationship between municipal bodies in the administrative and decision-making processes.
Participants are also sharing experiences and discussing how to organise their work to build a responsive municipal structure.
The seminar is a follow-up to a programme for municipal Chief Executive Officers in Norway in March. At that time, Chief Executive Officers saw how local governments worked to give them a greater understanding of municipal administration.
The ICA was established by the OSCE to provide training to foster a professional public sector. Its programmes aim to promote standards of government based on the rule of law, efficient management, and provision of services.
