The Kosovo Judicial Institute launches a new tailor-made education programme for Kosovo's judges and prosecutors

PRISTINA, 27 March 2000 - Fifty judges and prosecutors participated in an induction seminar organised by the Kosovo Judicial Institute on 27-28 March. This is the first in a series of seminars that will be conducted for newly appointed judges and prosecutors in the five regions of Kosovo. Experts from the local legal community discussed substantive criminal law and criminal procedure, in particular matters relating to investigation and detention. Civil law issues on property rights were also discussed as well as the Ombudsperson Institution. These subject-areas of law were all examined within the context of human rights and democratic values by experts provided by the Council of Europe.
This new training strategy is based first and foremost on specific training requests coming from local judges and prosecutors. The OSCE, Council of Europe, the American Bar Association and other training partners provided a series of symposia in 1999 for all judges and prosecutors working in the emergency judicial system. These new series of seminars are the first step of the Kosovo Judicial Institute's efforts to provide the new Kosovo judiciary with continuing legal education to hone their professional skills as is the practice in various countries such as Belgium, France Denmark, Portugal and the UK.
The Kosovo Judicial Institute was set up by OSCE and its training partners and is expected to become a key institution in strengthening the independence of the judiciary and rule of law in Kosovo. It will continue to provide legal education for judges and prosecutors in the future.
