Kosovo Central Election Commission holds first meeting

PRISTINA, 18 April 2000 - The body responsible for the conduct of elections in Kosovo, the Central Election Commission, met for the first time today.
It is an essential dimension in the national ownership of the electoral process. The structure of the Commission includes nine local and three international experts. The members were chosen for their expertise rather than for political affiliation.
Three of the Kosovo representatives are independents (one from the Statistical Institute, one NGO representative and one media representative). Four members represent the parties or communities represented in the Interim Administrative Council (Democratic Progress Part of Kosovo (PPDK), Kosovo Democratic League (LDK) and the United Democratic League (LBD)), the Serb seat being vacant at present. A Bosniak and a Turk represent other minorities.
The Commission is chaired by Ambassador Daan Everts, the Deputy Special Representative for Institution-Building (Organization for Security and Co-operation in Europe).
The Commission will supervise the election process to guarantee that it is administered independently and impartially. It will prepare and issue electoral rules that will cover the following:

- definition and design of sensitive electoral material, including the design of the ballot paper;
- accreditation of domestic and international election observers;
- political party, coalition and candidate registration;
- establishing competent authorities responsible for the conduct of elections, such as the Municipal Election Commissions and Polling Station Committees;
- polling and counting procedures;
- voter information;
- an electoral code of conduct;
- the creation of an electoral complaints body to ensure that action is taken to address any violation of electoral rules.
