Civil and voter registration starts throughout Kosovo

PRISTINA, 28 April 2000 - Civil registration starts throughout Kosovo today. The doors have opened at 25 sites across the region; the four pilot projects which started last week are also continuing their work. An additional 25 sites will open Saturday and subsequent sites will open next week.
The civil registration process, being run by the Organization for Security and Co-operation in Europe and the United Nations, is expected to last three months and will involve a total of 400 sites. Mobile registration units will serve isolated communities.
At the same time, registration is also starting outside Kosovo. In Albania, Macedonia and Montenegro, people will be asked to register in person. In 32 additional countries people can mail in their application for registration.
The aim of the project is to rebuild the civil registry; this will allow people to be recognized as residents of Kosovo and so benefit from services provided by the Interim Administration. The registry will also form the basis of a voter list for the municipal election.
The first phase, which combines civil and voter registration, is due to last approximately three months. Following this, civil registration will continue on a permanent basis.
During the pilot project, more than 1,700 people have registered in the Gniljane/Gjilan region.
