Municipal Election Commissions to be established

PRISTINA, 19 May 2000 - In building the framework for transparent and efficient elections, the Central Election Commission has approved the establishment of Municipal Election Commissions in each of Kosovo's 30 municipalities. These Commissions - which will usually be comprised of between three and five Kosovars - will assist in the administration of the upcoming municipal elections.
Among their duties will be:
There is a determination to keep the Municipal Election Commissions non-political. People in appointed positions, political leaders or those seeking elected office will not be allowed to serve on them. The Central Election Commission has the right to remove members of any Municipal Election Commission if they act unprofessionally, fail to perform his or her duties, actively campaign or otherwise interfere in political aspects of the electoral process.
In certain cases, determined by the Central Election Commission, the number of people on the Municipal Election Commission may be greater than five. The Central Election Commission will also ensure minority groups are fairly represented.
The members of the Municipal Election Commissions will be appointed by the Central Election Commission and will serve a two-year term.
This is a vital element in capacity-building as these specialized Civil Servants will gradually be taking over the election process in the future.

- advising political parties, coalitions, citizens initiatives and independent candidates of their rights and obligations neutrally and impartially;
- assisting in appointing and training people to work in polling stations;
- assisting in the technical arrangements at polling stations;
- ensuring the proper conduct of polling, counting and compiling the results of elections.
