Rule of law
The Mission supports efforts to fully affirm the 1994 Moldovan law on Gagauzia’s special legal status that established Gagauzia as an autonomous territorial unit within the Republic of Moldova. The legal framework of the autonomy has been publicly referenced by the Government as a starting point for its vision on a special status for Transdniestria. Thus, a fully functional autonomy for Gagauzia will serve as a confidence-building measure for the Transdniestrian settlement process.
To that end, the Mission provides technical assistance to the joint working group with participation of the deputies from the Moldovan parliament and Gagauzia’s regional legislature to codify the competencies of the autonomy in Moldova’s legislation as per the 1994 Moldovan law on Gagauzia’s special legal status. The clear delineation of competences between the central and regional authorities will strengthen the good governance principles and the rule of law in the Republic of Moldova.
The Mission also seeks to enhance citizens’ access to justice and remedies in accordance with national and international standards. In this regard, the Mission supports the Government’s efforts to revitalize the legal and institutional mechanism of rehabilitation and compensation for victims of serious crimes, through capacity-building events for legal professionals and decision-makers.
