Ambassador Michel Tarran
Ambassador Michel Tarran, a French career diplomat, assumed his duties as Head of the OSCE Presence in Albania on 14 May 2024.
He previously served as French Ambassador to Tajikistan (2020-2023); Delegate for Relations with Civil Society and Partnerships in the French Ministry for Europe and Foreign Affairs (2016-2020); and Diplomatic Adviser to the President of the Region Provence-Alpes-Côte d’Azur (2013-2015). His other assignments include: Deputy Head of Mission at the French Embassy to Tunisia (2009-2013); Deputy Head of Mission at the French Embassy to Latvia (2005-2009); Deputy Spokesperson at the French Ministry for Europe and Foreign Affairs (2002-2005); Political Adviser at the United Nations Mission in Kosovo (2001-2002); and Acting Head and then Deputy Head of Mission at the French Liaison Office to Kosovo (1999-2001).
In 1999, Ambassador Tarran served as political adviser at Rambouillet Conference on Kosovo and then at the French Embassy to Albania for the Kosovo refugee issue. From September 1994 until August 1998, he was Attaché for Culture, Science and Co-operation at the French Embassy to Albania. From 1991 to 1994 he was director of the French Institute and Alliance Française in Saint-Petersburg, whereas in 1986-1987 he served as cultural attaché at the French Consulate General in Leningrad.
Ambassador Tarran holds a post-graduate certification in history from University Paris I Pantheon-Sorbonne. Apart from his mother tongue French, he speaks Albanian, English and Russian. He is married and has one daughter.
